Two huge aerospace companies are teaming up in Chester County for a $28 million project to produce powdered metals used to make the next generation of jet engine parts and other aerospace products. Allegheny Technologies Inc. and General Electric Co.'s aviation division will build a new plant next to the existing ATI facility in Richburg, S.C., creating 29 jobs.
